The problem is only that the compilation of expense does (for the Europeans) not reflect the efficiency of the equipment because there is much misspent money (this applies especially for Germany):
Poor planning of armament projects, hidden subsidization of national companies, too small lots because the benefits of cooperation between countries are not implemented.
